Before You Deploy an AI Agent, You Need an AI Governance Framework

Everyone wants to deploy an AI agent. Very few organizations have done the governance work that makes it safe to do so. That gap is where real damage happens, to constituents, to public trust, and to the agency that thought it was moving fast.

I chaired the development of CPS Energy’s first AI Governance Framework and co-presented it at ETS 2026 with their CIO. Before that work was done, we weren’t deploying agents. Not because the technology wasn’t ready, it was. Because the organization wasn’t ready. There’s a difference, and it matters.

What an AI Agent Actually Is, and Why It’s Different

An AI agent is not a chatbot that answers FAQ questions. An AI agent takes autonomous actions: it schedules, routes, decides, responds, escalates, or executes, on behalf of your organization, often without a human in the loop for every step.

That autonomy is the value proposition. It’s also the risk. When a human makes a bad decision, there’s a person accountable for it. When an AI agent makes a bad decision, denies a benefit, misroutes a complaint, generates a discriminatory outcome, the accountability trail gets complicated fast unless you’ve built the governance structure to handle it in advance.

The Six Non-Negotiable Components of an AI Governance Framework

1. AI Use Policy

A documented policy defining what AI can and cannot be used for in your organization. Approved use cases, prohibited use cases, and the process for evaluating new use cases before deployment. Without this, every team makes its own rules, or no rules at all.

2. Risk Classification System

Not all AI systems carry the same risk. Your framework needs a tiered classification system, low, medium, high, critical, with defined requirements at each tier. High-risk deployments require more review, more testing, more oversight, and more documentation before they go live.

3. Bias and Fairness Assessment Protocol

AI systems trained on historical data can encode historical inequities. For public sector agencies serving diverse populations, this is a legal and ethical risk. Your framework must include a protocol for evaluating AI outputs for disparate impact before deployment and on an ongoing basis.

4. Human Oversight Requirements

Define specifically when AI-generated outputs require human review before action is taken. For high-stakes decisions, benefit eligibility, safety referrals, enforcement actions, human oversight is non-negotiable.

5. Public Transparency Disclosures

When AI is used in decisions that affect constituents, they have a right to know. Your framework should include disclosure standards: what to disclose, when, in what format, and in what languages.

6. Incident Response Plan

AI systems fail. Your framework must include an incident response plan: how failures are detected, how they’re escalated, how affected parties are notified, and how the system is taken offline if needed. If you don’t have this before deployment, you’re improvising during a crisis.
